Position description
The Talent Acquisition Partner plays a key role in sourcing, screening, and securing top talent for current and future roles at OUC. This position manages the full-cycle recruitment process, builds and maintains a pipeline of qualified candidates, and ensures compliance with all employment laws and OUC policies.
Working closely with hiring managers, the partner develops recruitment strategies, advises on staffing best practices, and promotes internal and external opportunities. The role also supports diversity and college recruiting initiatives, leverages online sourcing tools and the ATS, and contributes to HR projects and training efforts-all while delivering efficient, high-quality service in a collaborative environment.
Skills required
Strong knowledge of OFCCP, EEO, and ADAAA compliance related to sourcing, staffing, and hiring
Proven ability to source, screen, and pipeline qualified candidates within specified timeframes
Skilled in developing and executing online candidate search campaigns using internet search engines and digital platforms
Extensive experience managing the full-cycle recruitment process, from intake to offer
Ability to conduct intake meetings and partner closely with hiring managers to align on job requirements and sourcing strategies
Consultative approach to workforce planning and future staffing strategy development
Proficient in using Applicant Tracking Systems (ATS) to build and maintain continuous candidate pipelines
Experience handling candidate inquiries, guiding applicants through the process, and providing coaching and feedback to internal candidates
Strong interviewing and evaluation skills for assessing candidates against position requirements, both via phone and in-person
Ability to implement targeted search and marketing strategies to attract both active and passive candidates
Skilled in social media sourcing and employer branding to promote organizational opportunities
Knowledgeable in staffing policies, onboarding processes, and employment documentation
Experienced in composing and delivering formal job offers, managing ATS workflows, and ensuring documentation accuracy
Ability to collaborate on and contribute to departmental and cross-functional HR projects
Participates in and supports college and trade school recruiting initiatives, including career fairs, campus engagement, and selection processes
Strong analytical skills to gather data and generate reports from ATS and HR systems
Excellent written and verbal communication skills for engaging candidates and internal stakeholders
Proficient in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook, etc.)
Experience required
3+ years of recruitment experience in sourcing and hiring for professional positions, including IT, engineering, operations, finance, and management roles
Proven success in developing and executing full-cycle recruitment strategies, from job posting and sourcing to interviews, offers, and onboarding
Experience working with multiple business units to understand unique hiring needs, develop targeted sourcing strategies, and ensure alignment with organizational goals
Ability to manage high-volume recruitment while balancing multiple priorities and deadlines without compromising candidate quality
Strong consultative approach with hiring managers, advising on talent market trends and developing effective interview and selection processes
Experience executing recruitment campaigns, including utilizing job boards, professional networks, and social media to engage active and passive candidates
Experience evaluating and interviewing candidates for technical and professional roles to ensure qualification and cultural fit
Ability to work independently and as part of a collaborative HR team
Track record of effectively using an Applicant Tracking System (ATS), preferably Cornerstone
Education required
Associate's degree in Human Resources, Business Administration, or a related field from a publicly accredited college or university
Recruitment-specific certifications (preferred if specializing in recruiting):
Certified Internet Recruiter (CIR) – from AIRS
Technical Recruiting Certification – from various organizations and online platforms
Certified Recruitment Professional (CRP) – from Recruitment Education Institute
Education preferred
Bachelor's degree in Human Resources, Business Administration, or a related field from a publicly accredited college or university (preferred)
Certifications and specialized training

Additional information
Work arrangement: Hybrid – three days in the office, two days working from home
Initial training period: The selected candidate will be required to work onsite five days a week for the first 2–4 weeks
