We seek an experienced and skilled  Capture and Proposal Manager to join our team. The ideal candidate will be responsible for identifying and capturing new business opportunities for our company. You will work closely with the business development team and other departments to develop and implement strategies to win new contracts and other opportunities in various domestic and international business lines.

Responsibilities include, but are not limited to, helping to make the company successful, primarily through:
Specifically:
  1. Proposal Writing Support
    1. As the designated Proposal Manager, provide draft proposal write-ups, to include technical write-ups, quality control plans, recruiting and/or retention write-ups, past performance, etc., as needed/required by the solicitation. Identify and match requirements to capabilities; determine concepts; tailor, gather, and format information; edit drafts; and meet or exceed company success rate goals. Assist with pricing volumes through the provision of appropriate formats and research as necessary.
    2. Responsible for the timely submission of fully edited, approved, and compelling proposals to contracting officers.
    3. Research solicitation to identify previous contracts awarded and information on potential competition.
    4. Review solicitation to identify any inconsistencies or incomplete information and submit requests for clarification to the contracting office. Coordinate additional reviews with the BD team and Operations Managers as appropriate. 
    5. Assist with any other proposal writing efforts, such as quality control of proposals, editing, and budget development as needed. Provide necessary documentation/responses to solicitations or other BD opportunities as needed, to include Past Performance Questionnaires (PPQs), Past Performance and/or Past Experience Write Ups (PPWUs), data calls,  and Past Performance Reference Sheet (other Past performance products as needed).
    6. Provide advice and guidance when selecting which Past Performance to use in response to a solicitation or for submitted Past Performance Questionnaires.
    7. As needed, create kick-off presentations to capture solicitation requirements and ensure mutual understanding of roles and responsibilities for all team members supporting a proposal response.
    8. Identify relevant Requests for Information (RFIs) and Sources Sought published by contracting offices and prepare appropriate responses for each Line of Business.
    9. Assist in the creation, modification, and cataloging of any graphic images used in proposals, RFIs, and other BD materials.
    10. Track all proposal activity and maintain the Proposal Pipeline database.
    11. Know and understand the business. In order to do so, you are authorized and encouraged to visit various French Consulting work sites and locations where the company has already established a presence to meet and interact with customers, clients, and staff members. Coordinate your schedule with the Director of Business Development.
  2. Capture Candidate Qualifications and Job Descriptions
    1. Provide the Recruiting Department with the specific qualifications/requirements as outlined in the solicitation and provide a job description using the appropriate format.
    2. In coordination / working collaboratively with the Recruiting Department, review potential candidates’ resumes/provide quality control to ensure the best candidate is selected for the position and to ensure candidates meet the requirements as outlined in the solicitation.
    3. Once a candidate is selected for a potential position, develop the written proposal response necessary to address the specific qualification requirements.  Provide necessary documentation (licenses, certifications, degrees, diplomas, etc.) to support the proposal.
  3. Mange & Lead Capture Process through Sam.gov, GovWin, or other opportunity portals and support the strategy development by providing opportunity reviews (bid/no bid). Maintain proposal pipeline and track solicitation activity. Research potential teaming arrangements and obtain company information. Manage and be the company’s subject matter expert (SME) on the DELTEK/GovWin IQ and Sam.Gov opportunity research tools (or other BD tools as they may become available) 
  4. Process Improvement:  Identify, recommend, implement, and track process improvement initiatives designed to increase efficiency, reduce costs, and enhance overall company operations. Support in evaluating, planning, and implementing improvements in business development and marketing processes and practices. Support compiling and tracking data, and researching/recommending changes in hardware tools and software applications. 
  5. Maintain Databases:
    1. Update and maintain information in the Proposal Pipeline and Option Years Databases.
    2. Maintain Past Performance Library Database by updating as needed,  creating new write-ups for new contract awards, archiving expired awards, and capturing all positive feedback from customers, ICE comments, PPQs, or CPAR reports in each write-up for each opportunity. PPDB should consist of three parts, including but not limited to: Contract reference data, Past Performance Write-Up, and Customer Feedback.
    3. Update the Standard Operating Procedure (SOP) manual for BD Activity as required to capture all procedures.
  6. Registration Compliance: Serve as the primary POC for updating and maintaining company information for both the LLC and GmbH in Sam.gov.
  7. Other BD needs and services as required – assist with other BD activities as requested and as capacity allows. Activities include but are not limited to: Marketing, Social Media support, BD presentations, and Company Collateral.
  8. Meetings: Participate in all meetings as necessary to support work. This may include weekly BD team meetings, weekly company meetings, collaborative meetings with teaming partners, and opportunity review meetings. Organize, schedule, and write the agenda for quarterly Pipeline review with BD team, Operations Managers, and Recruiting personnel.
  9. Continued Professional Development:  Update job knowledge by participating in educational opportunities, including reading professional publications, participating in appropriate webinars, completing appropriate continuing education courses, maintaining personal networks, and participating in professional organizations.
  10. GSA MAS Support: Maintain familiarity and understanding with this solicitation vehicle. Understand FC capabilities and how to maintain annual requirements. Support review of potential opportunities through eBuy and help identify potential solicitations and RFIs to pursue. Support the development of proposals and RFI responses for GSA solicitations as needed. Support outreach and teaming opportunities.
QUALIFICATIONS:
  • Bachelor's degree or equivalent military experience
  • Prior government/military service in core business areas of facilities and logistics, and/or healthcare
  • 5+ years of progressive experience in Business Development and capture management efforts in the Federal and specifically the DOD contracting environment
  • 3+ years of experience with the proposal process in the DOD contracting environment
  • Experience in technical writing
  • Proficient in all Microsoft Office applications
