We are expanding our cadre of hard-working disaster response individuals and are looking for YOU! This is a role designed to deploy once a disaster strikes, so we are looking for people who are ready to travel, be flexible, work with the community, and have current disaster response skills or knowledge.

Primary Work Location:

  • Site of Disaster- this could mean any US state including Puerto Rico and other US territories.
  • This position will require work to be conducted onsite and may require work on weekends, holidays, or more than 40 hours per week.
  • Travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD regulations depending on the disaster.
  • All interested candidates must be willing to work on site for the duration of each disaster assignment.
  • Assignments can last from 90 days up to 12 months depending on the disaster.

Situational Awareness

  • During site assessments, conditions may be austere including prolonged exposure to excessive heat and cold, prolonged sun exposure and no electricity, heat or air conditioning. Other potential risks include air quality issues, standing water, mosquitos, snakes, debris and other potential exposures.

Physical Requirements

  • Site assessments may require extensive walking and standing for long periods of time; working in small spaces, tunnels and ditches; climbing ladders.

General Functions

  • Provide technical guidance and recommendations to management regarding disaster response efforts around the nation.
  • In a real-time operating environment, the primary needs are to solve problems in an organized and efficient manner, to be flexible to the needs of the disaster, and to communicate information internally and external to the team concisely and accurately.
  • Provide subject matter expertise and staff augmentation to FEMA Joint Field Office (JFO) state/local EOCs, or supporting field operations doing tasks such as but not limited to:
  • Serve as the liaison between field and Emergency Operations Center (EOC) staff, attending EOC briefings, tracking resource requests, and facilitating support across operations, planning, finance/admin, or logistics.
  • Within a state, county, or local EOC, support the emergency management team, incident command, and field leadership, as requested, and support solution implementation throughout the response and recovery phases of incident management.
  • Conduct rapid needs assessments in disaster-impacted areas to identify survivor needs and provide information, referrals, and assistance with disaster assistance requests.
  • Provide coordination of resources for survivors' unmet need requests, and serve in functional roles within the Human Services Support Team, Multi-Agency Shelter Support Team, and/or Transitional Sheltering Assistance Team.
  • Develop, maintain and implement plans and procedures associated with the effective and efficient delivery of a response and recovery program.
  • Facilitate or attend stakeholder meetings to include developing meeting agendas, handouts, and PowerPoint presentations.

Desired Skills

  • Experience in planning in a functional ICS role and/or long-term plan development such as drafting Emergency Operations Plans (EOPs).
  • Experience in tracking mission assignments, mutual aid, and emergency resource requests.
  • Strong written and oral communications skills including plan writing and meeting facilitation with team members and local, state, and federal stakeholders.
  • Strong ability to work independently with minimal supervision as well as within a team to successfully accomplish objectives under a short deadline.
  • Ability to remain flexible and adapt quickly to changes during assignments.

Minimum Qualifications

  • One (1) year of experience responding to natural, technological, and human-caused disasters. Ability and years of experience will determine what role within the response team you will play and to what extent you work on the disaster.
  • Ability to work up to 12 hours per day and lift up to 50Lbs to waist level.
  • Knowledge of disaster recovery, disaster response, emergency management and associated state/federal legislation with the ability to research and organize data.
  • Knowledge of standard office procedures and advanced computer operations to include a working and functional use of all Microsoft Office applications including Word, Outlook, and Excel as well as smartphone /text usage.
  • Willing and able to obtain and maintain a federal security clearance through an extensive government background check with fingerprints.

Preferred Qualifications

  • Current DoD Secret or Top-Secret Clearance
  • Completion of FEMA independent study course for ICS 100, 200, 700, 800
  • Experience with EOC operations at the state and/or local level working in functional ICS positions.
  • The ability to write reports, conduct analysis, and prepare/conduct briefings.
  • Experience and understanding of the FEMA Public Assistance grant program or other FEMA grant programs such as 428, 404 and 406 Mitigation.
  • Ability to interpret grant policy and procedures and to read and interpret grant guidelines and contracts.
  • Knowledge of FEMA and state/local emergency management frameworks, and experience coordinating multi-agency operations and working with government, non-profit, and private sector partners.
  • Experience using FEMA, State, and Local grants management workflow software and documentation management systems at either the Federal (preferred FEMA), State, and/or Local Recipient/Subrecipient level.
  • Professional Registration or Certification including Project Management
