Scope of work
Climate Analytics Caribbean, based in Trinidad and Tobago supports governments in translating international climate agreements into national targets, policies and governance arrangements. The Caribbean office also works with regional civil society to raise awareness and knowledge about climate change, its impacts and the implications of the global discussion for the Caribbean. Current focus areas include research on adaptation and loss and damage, as well as policy approaches to the just transition and climate justice.Â

In 2023, Climate Analytics Caribbean launched IsLanD Advancement, a two-year regional loss and damage (L&D) research and dialogues project that is being funded by the Open Society Foundations. IsLanD Advancement will be carried out in 14 CARICOM member states: Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, and Trinidad and Tobago. The project comprises three components:
- A Caribbean Research Agenda on Loss and Damage which will undertake a comprehensive data review on loss and damage in the Caribbean to define what is L&D in the Caribbean, extent of impacts, qualify costs of L&D, identify existing methodologies and tools to assess L&D and determine L&D financing gaps and needs and provide recommendations. In addition, research the interlinkages of debt sustainability in the context of loss and damage in the Caribbean SIDS will also be undertaken to provide a framing of how debt interacts with loss and damage costs, financing and resilience building in the region and provide recommendations on debt-based solutions to address loss and damage in SIDS.
- Regional Dialogues on Loss and Damage, which will bring together government, civil society, academia, NGOs and the private sector to share knowledge and experiences with loss and damage at the local, community and national levels as well as options to address loss and damage in the Caribbean.
- Public awareness, education and engagement on loss and damage issues in the Caribbean

Climate Analytics Caribbean is seeking an individual consultant to support specific project activities on loss and damage finance for Caribbean countries under the IsLanD Advancement project. The consultant will work in close collaboration with the Project Lead and the Climate Analytics Caribbean office on this work. The consultant will be required to undertake research and analysis on the current and emerging loss and damage finance landscape and outline policy recommendations for innovative loss and damage financing mechanisms for Caribbean countries to better leverage, access and channel loss and damage finance to the most vulnerable communities, groups and sectors. Â

A key output of this consultancy will be a technical paper which will provide an overview of the loss and damage finance challenges and needs currently experienced by Caribbean countries, considering the current developments in the international climate policy regime, the global financial architecture reform agenda and the outcomes of the 4th Conference on Small Island Developing States (SIDS4) held in 2024. The research paper will also provide policy recommendations for innovative loss and damage financing mechanisms which should be non-debt creating and/or seek to minimise existing debt as well as enable improved access and availability of loss and damage finance for vulnerable groups, communities and sectors in Caribbean SIDS and which are grounded equity, justice and human rights. The technical paper should also include case studies to illustrate these innovative loss and damage financing mechanisms including issues, challenges, opportunities and lessons learnt for addressing loss and damage, with particular emphasis on SIDS. Selection of appropriate case studies will be undertaken upon consultation with the Project Lead.Â

A draft working paper is expected to be disseminated and presented to Caribbean stakeholders for feedback and comments at the Second Virtual Caribbean Loss and Damage Dialogue to be held in Q3 2025. This is the second Caribbean Loss and Damage Dialogue which is being held under the IsLanD Advancement project and will build upon the outcomes of the First Caribbean Loss and Damage Dialogue held in October 2024. The consultant is expected to provide inputs and support in the design and delivery of the Second Loss and Damage Caribbean Dialogue. Â The final technical paper is expected to be launched at COP30 in November 2025.

The outputs from this consultancy will help to inform key intergovernmental processes on climate change such as the work of the Board of the Loss and Damage Fund and the international climate change negotiations.Â

MethodologyÂ
The consultancy will be primarily desktop review with qualitative research such as structured interviews as required, upon discussion with the Project Lead.Â
